RE:   State of Georgia Annual Report on Opioid Settlement

Section V (a) of the “State of Georgia and Local Governments: Memorandum of Understanding Concerning National Distributor and Johnson & Johnson Opioid Settlements” (hereafter “Settlement Document”) requires that the State, the through the Trustee, provide an annual report detailing specific information. This report is responsive to and intended to satisfy the substantive requirements enumerated in the aforementioned section of the Settlement Document. 

As of January 22, 2024, the Georgia Opioid Crisis Abatement Trust has received $118,944,821.48 from the National Manufacturers and Distributors Settlements.

As of January 22, 2024, the total expenditures are $11,181,097.40 which paid attorneys’ fees and expenses. The exact amounts as of January 22, 2024, are as follows:

The Trust is utilizing the Georgia Fund 1 (GF1) account to pay attorneys’ fees and expenses as well as an investment vehicle. The Trustee granted the Governor’s Office of Planning & Budget (OPB) access to this account in order to pay the approved attorneys’ fees and expenses on behalf of the Trust.

As Trustee, it is my opinion that the resources are being utilized appropriately by the State recognizing that it is still early in the settlement process, and we are just beginning to develop the necessary infrastructure to administer the settlement funds. I am unable to express an opinion on usage by Local Governments and Regions at this time as no funds have been disbursed to/by them from the Trust and local governments are still in the process of appointing Regional Advisory Council (RAC) members.
